Senior Permanent Secretary

Mrs. Elizabeth Hawa Ellie is the Senior Permanent Secretary of the Ministry of the Environment and Climate Change of the Republic of Sierra Leone. She is a senior public-sector administrator with extensive experience in government administration, institutional leadership and policy coordination.
Her career has included senior responsibilities within the Ministry of Transport and Communications and the Ministry of Fisheries and Marine Resources, where she served as Permanent Secretary and Principal Adviser to the Minister. She subsequently assumed senior leadership responsibilities within the environmental sector.
At MoECC, Mrs. Ellie provides strategic and administrative leadership in support of Sierra Leone’s environmental and climate-change priorities. Her areas of focus include sustainable forestry, biodiversity conservation, climate action, environmental governance, climate finance, stakeholder engagement and institutional strengthening.
She has represented the Ministry in major engagements with national institutions and international development partners, including UNDP, GEF, FAO, the European Union and the World Bank. Her leadership has contributed to initiatives including the National Forest Inventory, strengthening forest protection and monitoring, regional climate and forest forums, and efforts to strengthen Sierra Leone’s environmental and climate-change legislative framework.
